Johan Berlin och Eric Carlström har tagit initiativ till att utveckla 3NS.
Johan Berlin är verksam som professor i företagsekonomi – särskilt offentlig organisation vid Högskolan Väst.
Eric Carlström är verksam som professor i vårdvetenskap vid Sahlgrenska akademin, Göteborgs universitet.
De har båda forskat om samverkan, civil beredskap och övningar sedan 2007.
De publicerar löpande vetenskapliga artiklar, forskningsrapporter och böcker om bland annat samverkan, ledarskap och krisberedskap.
